[PKG-IRC-Maintainers] Bug#800650: Create development header packages

There are various external modules:
https://github.com/inspircd/inspircd-extras which are unsupported, yet may
be desirable to have installed.
Additionally users (ie: ourselves) may have some custom modules which we
want to use. This is not possible without recompiling from source (or at
least manually grabbing the correct dev headers).

With regards to precedents on this matter, I refer to znc-dev:
