[PKG-IRC-Maintainers] pkg-irc status and outlook

(wearing shades, brings a bottle) Boys, things are bad.

In the past years, activity in the Debian IRC team has been pretty low.
Rather, barely existent. There are two packages left under this
team's umbrella, inspircd and ngircd. Of the twelve members, ten are
either officially MIA or haven't shown any kind of activity for a long
time. For me, this has reached a point where the whole team status is
questionable.

So I see two possible solutions:

Abandon pkg-irc entirely. Guillaume would probably take inspircd
while ngircd was for me.

Alternate approach: Find new goals and perhaps new developers for
IRC-related packages.

While the first is the somewhat obvious, it's a bit saddening as well.
So here's my idea for plan B: Grab some packages from the list of
orphans[1] and see what happens next.

Opinions?

My plan, unless there are other reactions, is to do a role call in a
week. Depending on the outcome I might ask debian-devel for volunteers
and other opinions.

2017-01-03: Role call, deadline: 2017-01-31
2017-01-17: Role call, reminder
2017-02-01: Remove signed-off and unresponsive members
2017-02-01: Ask debian-devel for interest in pkg-irc
2017-02-15: Ultimate decision about the pkg-irc team
