[Pkg-iscsi-maintainers] Bug#606798: iscsitarget-dkms: Package build starts on dpkg-reconfigure

oops, sorry, I was wrong, I build at very start, but scrollout during
other package installation.

Well, the single question left is automatic starts for build process
with  'low' debconf settings. I believe it shall at least ask about
'rebuild or not' after running dpkg-reconfigure.
