[Pkg-iscsi-maintainers] Bug#679515: Please apply

Dear Maintainers,

it would be great if you could apply this small patch, since it solves 
a lot of headaches in HA setups. The problem only occurs under load, 
which means it's difficult to debug since it's not necessarily easy to 
reproduce.

If you think that any sleeping by default is not acceptable, then just 
set the default to 0 in both files. At least people then have a hint 
that a sleep may be necessary.
