A restart is to stop the daemon, terminate all the sessions and unload
the iscsi kernel modules. And then, do a start. You definitely don't
want to do this if you already have a mounted file system.

There's a different requirement in iscsi, where you want to restart
rescan your iscsi sessions to reflect new/old LUNs. For that, you have
the iscsiadm userspace tool.
