which version are you on? I don't see the iscsitarget-module package
as Recommends in the latest version.

Striclty, the iscsitarget-dkms does not really qualify as a Depends.
Recommends are used for packages, without which, a major functionality
would be unavailalbe. Image a developer building his own custom
iscsitarget modules. They don't need the dependency.

In the current Debian behavior, Recommends are supposed to be auto
pulled in. So that already satisfies the basic relationship.
