[Pkg-iscsi-maintainers] Bug#710148: open-iscsi autopkgtests

So in discussions with Martin Pitt (autopkgtest maintainer), I've
decided not to merge this specific patch, because we both don't
think that the 1kLOC python module added here is of sufficient
quality. That said, autopkgtests are a good thing - and for now
I've added some very basic installation tests (that are run with
both systemd and sysvinit on Debian - and only with systemd on
Ubuntu, if somebody ever decides to pull this package). These
tests are very simple shell scripts and should be easy to
understand and/or improve.

Full integration tests are also planned, but they await some
infrastructure improvements to autopkgtest. But I've already
found two regressions just from the pure installation test, so
the current reduced testing the package may see is already very
useful.
