Your log is weird - it appears you are downgrading from -13 (sid) to
-9 (testing)? That isn't supported, and there's a debconf prompt for
that (which you apparently accepted).

> It complains about iscsistart during mkinitramfs creation.

This is a bug I fixed in -13 because of the move from /usr to / of
the binaries. It should only appear from -10 to -12.

Question: do you have the usrmerge package installed?

What does

ls -ld sbin /sbin/iscsistart /usr/sbin/iscsistart

say on the broken system?
