What I'm talking about specifically is when msgid has been updated;
otherwise of course there is no point to do extra work for nothing.

Indeed, TP people are all busy people; their reply varies from days to
months(!). If it is really true that msgid are updated only sporadically,
I would agree current handling of translations doesn't need changing;
my concern only applies when msgids keeps changing quickly.
