I have no strong advice, indeed.
A separate source package would make it simpler to create new versions
and upload them without also updating the big iso-codes package. It
would also still allow releasing new versions of the source package
during freezes as iso-codes alone is a "translation-only"
package. That would even allow iso-codes to be used on
volatile.debian.org (I think it qualifies well for it).
A joined source package would allow providing the utility along with
the data, particularly in "upstream" releases, which could be more
convenient for other distros if they use our "software".
I'm slightly more in favor of a separate package, indeed.
