I do not agree with such changes.
The official name of these regions is "Southern", "Northern", etc.
I see no reason to distinguish them as there is no reason that such
names should be translated differently whatever country they are
in. This also brings more risks of inconsistencies in translations,
particularly if the country name in parenthesis is translated
differently in such ISo_3166_2 entries than ISO_3166.
I think that such "distinction" is a derivation from the standard and
our list should be standard, all the standard but only the standard.
I know there are such distinctions in the file but I indeed removed
them as long as I was finding them.
