We do not accept ISO-8859-1 because we have msgids (=English text) which 
cannot be represented in plain ASCII. Therefore, we settled on UTF-8, because 
otherwise we would end up with e.g. ISO-8859-1 for msgids and e.g. ISO-8859-2 
for the Czech translation *in the same file*. Clearly, this would not work. 
Using UTF-8, we're able to cover all translations so far.

Apart from that, the file you sent is not ISO-8859-1 either. Something went 
really wrong with the encoding, it looks like UTF-8 encoded to UTF-8 again or 
so.
