[Pkg-isocodes-devel] iso_3166_2.xml GB counties

iso_3166_2.xml

This block of entries in the GB (United Kingdom) group are not like the 
rest of the entries in the file, in that their "code" attributes do not 
begin with the country's two-letter code:

    <geographical_region    type="county">
            <region    code="BEDS"    name="Bedfordshire" />
            <region    code="BERKS"    name="Berkshire" />
            <region    code="BORDER"    name="Borders" />
            <region    code="BUCKS"    name="Buckinghamshire" />
        ...
            <region    code="YORK"    name="Yorkshire" />
            <region    code="CO ANTRIM"    name="County Antrim" />
            <region    code="CO ARMAGH"    name="County Armagh" />
            <region    code="CO DOWN"    name="County Down" />
            <region    code="CO DURHAM"    name="County Durham" />
            <region    code="CO FERMANAGH"    name="County Fermanagh" />
            <region    code="CO DERRY"    name="County Londonderry" />
            <region    code="CO TYRONE"    name="County Tyrone" />
    </geographical_region>


The "code" attribute for every other "leaf node" entry always does begin 
with the two-letter country code, e.g.:

        <iso_3166_2_entry   code="US-CA" name="California" />

        <region             code="CU-HA" name="La Habana" />


Is there a reason for the inconsistency?
