They are in d-i repository, directory scripts/l10n/l10n-stats

The script does a checkout in an empty directory.

Currently, for the SVN, it does:
svn -q co svn+ssh://svn.debian.org/svn/pkg-isocodes/trunk/iso-codes

For packages that use git, for instance eject, it does:

git clone -q git://git.debian.org/git/collab-maint/eject
