[Pkg-isocodes-devel] Document how we monitor changes to "upstream"?

Currently, we have no reference about the way we all try to catch up
with "upstream changes.

I suggest we document this in the README.

I'm personnally using urlmon on some URLs that change only when the
various maintenance agencies change "something":

ISO-639-3: http://www.sil.org/iso639-3/codes.asp?order=639_3&letter=%25
           (very efficient)

ISO-639: http://www.loc.gov/standards/iso639-2/php/code_changes.php
         (nearly never changes)

ISO-3166: http://www.iso.org/iso/country_codes/updates_on_iso_3166.htm
          http://www.iso.org/iso/en/prods-services/iso3166ma/02iso-3166-code-lists/list-en1-semic.txt
          (sometimes false alarms but allowed me to cope well as of now)

ISO-15924: http://unicode.org/iso15924/codechanges.html
           (I think I never used it, indeed)

I never found anything for ISO-4217...
