[Pkg-isocodes-devel] Update on ISO-3166

Doesn't happen that often: there's one new country in the world,
according to ISO-3166 maintenance agency:

I'll work on adding South Sudan to our files, of course. Only 3166-1
as of now but we can expect updates on -2 quite soon as regions for
both countries will be changed/renamed/reorganized/whatever
