Initial Comment:
Following subdivisions have children but aren't present in iso_3166_2.xml itself:

PH-11 Davao
LK-6 Vayamba paḷāta

That causes KeyError on expressions like that:

pycountry.subdivisions.get(code='LK-61').parent

thanks for the notification, I've added those subdivisions. They'll be part of the next release of iso-codes.
