Why is there
#. name for IRL
msgid "Ireland"
but not
#. official name for IRL
msgid "Republic of Ireland"
Obviously there is room for confusion between the geographical island and the political governance of regions thereof, it makes sense for this distinction to be made clearer by the inclusion of an "official name" of the political entity.

Is this the wrong place for this bug, do you guys have channels to upstream it to the ISO 3166 project?

There is nothing to enhance or change. The standard has two entries for each country : a "name" and an "official name". For Ireland, the "name" is "Ireland". This is the standard. Unless the standard changes, iso-codes will provide things as is.
We cannot deal here with "bugs" (assuming they are bugs, which, in this case, I'm not convinced about) of the standard. Hence, this bug should be closed
