The main reason is probably that we might have to check about the
impact on people|software who are using the list from iso-codes in
their application|software so that they have the option of not adding
entries marked as "historical"(imagine for instance something like
GNOME showing "Yugoslavia" in a country list).
I'd more inclined to make another XML file, separated from the active
one.
