Initial Comment:
According to ISO-3166 database, the "be" code is for Belgium. Belarussian should use the "by" code.

I propose to rename the file be.po into by.po but I don't know if that can be done easily.

PO files represent translation files and are therefore named after *language* codes.

"be" is the ISO-669 code for Belarusian. So, the be.po file contains the names of countries in Belarusian, which is perfectly correct
