    Bump standards‐versions to 3.8.3
    
    The new policy recommends the usage of DEB_*_ARCH_* variables over the
    GNU‐style variables. In the rules file we use the GNU‐style variables to
    pass them as parameter to the upstream configure script (allowed by
    Policy) and to make the decision which additional configure options
    should be added. For the last, policy recommends to use the other
    variables type, but we do nothing exciting with this variables, we had to
    introduce two new variables in make and I see no advantage in doing this.
    Therefore, I ignore this recommendation (it's not a must!).
