I think you are mentioning the thread started with:

After rereading the thread, I am not sure the consensus was reached. I
think that the case above will not be an debconf abuse if we (1) set the
priority to "low", (2) provide a sensible default, i.e. all packages
installed, and (3) take care of the changes that the system administrator
makes manually to the configuration files.
Besides, the thread in debian-devel was about the look and feel of the
editor, which is quite different from choosing the per-loaded packages
(this may have an impact on the start-up performance).
