This is the one I would prefer, because the two lines in ~/.jedrc to load
home-lib are pretty simply. This would not change the behaviour of jed,
if you do not enable it explicit.

Sorry, but this not possible. After the discussion on debian-devel, I can
say this is a debconf abuse.
