add /usr/share/slsh/local-packages/ to jed library path

You are right. I thought the slang_load_path gets set by the SLang
library, but I do this in my .jedrc. IMO we should initialize
slang_load_path too. I've commit a patch at a later time to the SVN.

I made the mistake to think we are in a development stage currently. But
we are not. Jed 0.99.18 is out. So, it should be scheduled until the next
development stage starts.

And IMO, John is a person that would like to see the changes work before he
incorporate them in JED oder SLang. Maybe I'm wrong.
