Okay, I went ahead and uploaded 0.99.18-1 to experimental using the option
above to the rmdir command.

My checklist for moving the package to unstable is:

   * Write a debian/NEWS file
   * Coordinated upload of jed-extra to unstable
   * Make sure that jed-extra upgrades smoothly from 0.1.8 (the version in
     stable, testing and unstable).
   * Cope with the jedstate pacakge, which will be become useless with the
     new jed pacakge

Until all these issues are addressed, I think we should keep uploading
to experimental.
