It does.  The reason is because dpatch calls the patch command with option
-p1, which strips the "jed-0.99.16.pre.0.99.17.84.orig/" and
"jed-0.99.16.pre.0.99.17.84/" components at the beginning of the paths.

The build works fine for me.  You shoul have your source tree in a
inconsistent way.  Try to start anew with a clean detarized tree and a
freshly checked out debian dircetory.

I do not know whether it is still needed or not but, as a matter of fact,
this patch is not applied upstream in version 0.99-18.  What do you
think, Jörg?
