I prefer not having in SVN a line containing a release date for a
unreleased version.  I personnally do not have a problem with the empty
line, because I always edit the file in XEmacs with debian-changelog-mode
prior to building the package (don't the debian-changelog-mode that you
wrote for JED do something similar?).

At any rate, if you really want we can keep a complete trailer line in
SVN but, please, use the sentence "NOT YET RELEASED!" when committing
non-final versions of debian/changelog.
