Because the submitter of the bug report included his email address in the
bug report that is publicly available through the BTS he implicitly gave
his accordance to publish his address.

I think it is a kind of estimation we can give our contributors. They
know which report they have send and they know who is meant in the
changelog, but someone (maybe a personnel manager) does not know this. If
you want to find informations about what a person is doing you must use
the email address.
