[RFU] jed 0.99.18+dfsg.1-8

Should I upload jed 0.99.18 as in SVN revision 810?  This release will close
Bug#426873 and also change the menu entry according to the new menu
hierarchy [1].  Unfortunately, Lintian complains about that, but many
packages respecting the new hierarchy have been already uploaded [2]. As a
matter of fact, the relevant Lintian script is already adjusted by the
developers [3] but they are holding on the release [4].

Jörg asked me to drop this changelog entry relating to a non-visible change
for the end-users:

  * debian/rules: Allow catching errors from "make distclean" by checking
    the existence of Makefile instead of prefixing the command with a
    hyphen
    
I have no strong feelings about this, besides the fact that the change
originated from a Lintian warning.  I am willing though to drop this entry
if the majority here thinks it is not appropriate.
