Changes in debconf behavior for jed-common

I uploaded jed_0.99.18-7 to unstable to comply with a recent request in
d-d-a [1] regarding the l10n files for debconf.  I went to test the debconf
question and discovered that it did not work.  I made then extensive changes
to jed-common.config and committed them.  The commit log explains the
changes in detail.  

If nobody object with the changes, I will release jed_0.99.18-8 soon and ask
the debian-release team to hint it into etch.
