No, it's not the only purpose. Policy 5.6.17 says “This is a description
of how important it is to upgrade to this version from previous ones.”
and I think it's semi‐important to upgrade from the previous version,
because require in the previous version doesn't work (it only searches
along slang_load_path not along jed_library_path).
