Please find attached two revisions as commented diffs for "templates" and
"control".

Beware that these are the work of just me, not the entire "pkg-jed" Jed
package maintainer group. In the light of the looming deadline, I wanted to
include all parties early on in the discussion.

We had instances of false alarm and therefore cautioned our statement
(even mentioning the MD5sum as means of detection).

In our opinion, in the case of a false alarm, saying "a file has been
manually modified" in a directory the user might not even know existst and
is sure never to have touched might lead to confusion.

* if (regardless of false alarms or not) the original version is Debian
  standard, our caution should be overruled.
  
* otherwise it would be nice if a standards-conform message could be found
  that conveys to the user that it is very likely but not absolutely sure
  that the file(s) have been manually modified.

Switched use of ";" and "," as this way it seems more "natural" or "pretty"
to me. However, as I am not native to English, this is a suggestion that
should be revised by a native speaker.
