A _footnote_ in section 4.4 says:

[1]  Mistakes in changelogs are usually best rectified by making a new
     changelog entry rather than "rewriting history" by editing old
     changelog entries.

And this is my personal opinion, too. We should not remove entries from
changelog. Correcting mistakes in writing is permitted, but not rewriting
the changelog.
