UTF-8 and ispell

I use ispell_change_dictionary extensively.  For instance, since I write
routinely in four different languages, each time jed is fired to compose a
e-mail, it asks me the language and calls ispell_change_dictionary behind
the scenes.

What does this menu entry executes for you? putenv ("<lang>")?
