required files from unicode.org for jed-extra

Dear Jed maintainers,

to make the ch_table.sl character picker more useful for unicode, I made
use of two description files from the Unicode Character Database:

  Blocks.txt
  NamesList.txt

They can be download from http://www.unicode.org/Public/UNIDATA
and are under

  Copyright (c) 1991-2005 Unicode, Inc.
For terms of use, see http://www.unicode.org/terms_of_use.html

The Debian package 'perl-modules' provides these files under

/usr/share/perl/5.10.0/unicore/Blocks.txt

where -- unfortunately -- 5.10.0 is a running version number.

What shall we do:

* ship these files with jed-extra

  - keep a copy in the upstream archive, or
  - download separately with rule get-orig-source

* use the files from perl-modules:

  - recommend perl-modules

     - a specific version?

     - ask the perl-modules' maintainers to place the 'unicore' dir in a
       permanent and accessible place?

and set the custom-vars to the path in /etc/jed.d/50jed-extra.sl

* ask for the 'unicore' data to be put in a separate package.

* let the user set the custom-vars to either a downloaded version or
  a version from perl-modules.
