Switch from dpatch to quilt

Oh, yes, I forgot that one in the 0.99.19 branch.

We could use CDBS, which handles config.{guess,sub} automatically.

Besides the fact that quilt is heaven and dpatch is hell, there is no
particular reason for the switch right now.  I think I asked it because I
was planning to fix Bug#528877 by using a patch, but then I found a
better way (Git commit ac9cc17).

If we switch to CDBS in the future, then we can get rid of
config.guess+sub.dpatch and switch to quilt.
