I have really weird situation regarding this bug:
Two computers, open suse 10.2, the same KDE, on both main toolbar is on, on one computer the bookmarks toolbar is on (and works) on the other I turn it on, ok, it appears, I quit Konqueror, run it again -- no bookmarks toolbar.

Magic :-(
