I don't think anybody is working on it at the moment. The guy that was investigating it seems to have given up due to the problem being too complicated and having too little time to fix it.
For me this bug really isn't an issue anymore. I run my own mailserver and the mail is filtered through spamassassin via procmail on the server, so the mail all winds up in the right folders without kmails involvement, and I use IMAP, not POP3 (otherwise serverside filtering wouldn't make any sence either).

In other words.. KMail needs to be rewritten from scratch with threading as a central design principle. Anybody up for this? :)
Alternatively you can try Mailody, which is the new new alternative mail application for KDE. However they seem to have their own ideals on how an email app should work, and perhaps others might not agree with those ideas. And is it still IMAP only?
Then there are non-kde clients...
I would personally vote for a rewrite. And before you start pointing fingers, I don't know the first thing about C++ or QT programming, and last time I tried KDevelop (which is not that long ago actually) it was, ehrmm, not easy to figure out compared to the IDE I am used to. Excuses excuses.
