    utopic: disable symbol tracking and do not require a newer networkmanager
    
    nm-qt works fine with older networkmanagers, a newer one does however
    expose additional symbols. since we are not going to backport a newer NM
    instead we'll default to the old build which requires us to not do symbol
    tracking at all or changes in vivid will end up causing failing builds
    due to symbol mismatches of all sorts
