[pkg-kolab] Bug#714102: libkolabxml: add more -dev dependencies

Dear Maintainer,
Please consider making the -dev package depending on the following -dev
packages:
libboost-system-dev, libboost-thread-dev, libxerces-c-dev

As far as I can tell, without above packages it's not possible to
link/compile against libkolabxml.
