[pkg-lighttpd] Bug#521770: lighttpd: should provide a -dev package for development header files

I suggest to split the development-header files to a seperate package.
See attached patch.

Since this is my first try to change a debian-package, please point out
what is wrong and what i could have done better. And don't be to angry
if its all wrong.
