[pkg-lighttpd] Bug#515699: lighttpd: wishlist : NEWS about the fastcgi-php split

Hi,

the bug 515699 was closed by the split of fastcgi-php.conf, but for
people using fastcgi-php without knowing too much about it (in my case,
roundcube), looking for this isn't quite straightforward. Mentionning
the split in NEWS.Debian would be nice.
