The overall risk is moderate hence medium seemed feasible. However, if
you want you can change that as there is no clear rule when which
urgency is appropriate.

It is no dependency, it is an alternative. You either need lsb-base
(which is required by our sysvinit script) OR systemd. By default apt
will install the first alternative only.
