[pkg-lighttpd] lighttpd-dev package?

Hello,

I am migrating from Apache to Lighttpd and want to move some of the
custom plugins I've written. I see the "official way" to develop
plugins for lighttpd by working in the source tree, copying the
mod_skeleton.c and hacking up the makefiles to build it together with
the lighttpd daemon.

This has some obvious drawbacks from my point of view. Sure, I can
fork the debian package and maintain a custom version with my plugins,
but then I have to update manually every time a new lighttpd release
comes out.

I saw an old wishlist bug to create a lighttpd-dev package back in 2010:

It appears that the request was basically shot down, but these days
even Ubuntu splits out the headers for plugin development.

I would be happy to reopen the bug and supply a patch for the change
