[pkg-lighttpd] Bug#656871: stop any other running httpd before installing lighttpd

I just want to uninstall apache2 and install lighttpd in a single run. That
is not possible, lighttpd complains, that port 80 is already in use. So if
we are changing from another httpd to lighttpd we must take care, that no
other httpd is running. In other words the other httpd has to be stopped
prior to installing kighttpd.
