this is a non-standard behavior on Rasperry Pis. Apparently they
modified the pristine Debian image in a way we don't support. On Debian
proper the user "www-data" is created by the base-passwd package and
guaranteed to be existing on all Debian systems [1] unconditionally.
I do not intend to fix this. Instead, report a bug to the suppliers of
your Debian image.
