No. I don't think you understand what dependencies are for.

There are probably thousands of issues like that; if you start
configuring features you might require additional dependencies
(sometimes listed as "Recommended" or "Suggested" packages, but
certainly not as hard dependencies).

While it might be nice to have better messages (like
lighttpd-enable-mod telling about the missing dependency, or the
lighttpd startup showing issues), this is imho a configuration problem
users have to be able to deal with, and certainly not of severity
"important".
