Control: retitle -1 (re)starting lighttpd should not report OK when it fails to start
Just experienced this bug. Although I agree it may not require a dependency on php5-cgi
(or php-cgi nowadays), having it in either recommends or suggest may be helpful.
Anyway, unless I am much mistaken, it is a bug to report everything is OK when you
failed to start. Retitling accordingly.
