Log:
* bump compat level to 9.
* rewrite debian/rules to dh9, to accommodate for multi-arch changes:
  - DEB_LDFLAGS_MAINT_APPEND = -Wl,--as-needed (avoids spurious X 
    dependencies)
  - DEB_BUILD_MAINT_OPTIONS=hardening=+all,-format
  - use dh-autoreconf to fix building twice in a row (Closes: #646742).
  - build-depend on debhelper 9.20120115 now necessary due to compat level 9
    and multi-arch.
* drop build-dependency on libirman-dev and build-conflict against it.
