Log:
* Work in progress, because of #655969 and the new upstream.
* fix up generating lircd.8
* new stable upstream version 0.9.1:
  - drop patches applied upstream:
    - fix-man2html-format-security
    - use-dev-lirc0-instead-of-dev-lirc
  - fix new build errors:
    - fix-FTBS-with-format-security-enabled
    - fix-parallel-doc-building
    - fix reading lirc_options.conf
  - ship systemd units and hook them up using dh-systemd.
  - build-depend on help2man, as the manpages are now auto-generated.
  - build-depend on pkg-config and libsystemd-daemon-dev [linux-any], as
    required by the new upstream.
  - stop shipping liblirc_client.a, as it's no longer provided by upstream.
  - drop shipping ANNOUNCE, it's no longer available.
    Closes: #746505), also build-depend on libtool.
* split the common initscript /etc/init.d/lirc into individual ones for
  lircd, lircmd and irexec. this also prepares for systemd compatibility.
* bail out (with a successful return value) if the configuration files are
  empty or are completely commented out.
* remove intermediate /etc/default/lirc conffile using
  dpkg-maintscript-helper, upstream now provides /etc/lirc/lirc_options.conf.
* no longer ship debian/lirc.udev, lirc is now event aware.
